Issue:  KIPiS 2008 #3

The slogan of the BIPM (International Bureau of Weights and Measures) for 2008 is reflected in the title of the article by the CEO of this organization Andrew Wallard. Measurements are very important and concern almost all aspects of society life. As for sport, measurements are the determinants for sportsmen and play a very important role for the assessment of their results. All equipment should work properly and exclude any defects. Lots of additional factors should be also taken into consideration, for example time, height, distance are the elements of athletics, but temperature of water in the swimming pool can also make an influence on the results of a sportsman therefore it should be exactly measured and so on. Sports metrology requires main rules compliance of fine measurement.

Engineers like certainty. However, most oscilloscope users regularly incur measurement risk unknowingly. Band - width, sample rate and memory depth are key criteria for deciding which scope to purchase or use. This article is about an equally important and often overlooked oscilloscope characteristic — update rate

Krutikov V, the Deputy Director of Federal agency for technical regulation and metrology Rostehregulirovanie, gave an interview to our magazine “Test & Measuring Instruments and systems” and shared his opinion about the project of new law “About unity of means of measurements”, paying attention to separate questions. Thus, the question of terminology, “uncertainty” and “inaccuracy” in particular, also the questions of customs office and principles of its work are taken into consideration within the limits of the law. The single system of accreditation in the sphere of metrology has also become one of the most important topics of the interview etc.

In the following article the author tells about ancient astronomy, the ways of its changing and its growing connection with metrology since the instruments used for astronomy aims modernized and improved as the time was changing. Astronomy achievements led to the measurements of a day length, the cycle of celestial appearances which was the base for solar and lunar calendars. The appearance of a gnomon and the improvement of sun-clock made it possible to measure the diameter of the Earth. Afterwards there was a year length identified as well as the distance between the Earth and the Moon.
These examples only prove that the union of astronomy and metrology lead to further progress which is expected to grow for many years on.

With growth of transfer speed and complexity of the signals used in automobile electronics, the opportunity to check the integrity and accuracy of synchronization of signals is necessary for developers of the built-in systems. The most convenient instrument for such measurements is the oscilloscope. An Agilent advanced FlexRay test system, including a mixed signals oscilloscope and FlexRay protocol tester, uses strengths of both instruments. This new measuring decision allows to carry out the crucial FlexRay measurements inaccessible for today in other oscilloscopes

Today designing of RF systems even more often collides with complex and intricate schemes for digital processing of RF signals. Designers require not only the analysis of a spectrum and modulation. Convenient ways of RF spectrum visualization and reliable means of registration of transients in RF signals also are necessary to them. Owing to the advanced technical decisions used in digital systems of processing of RF signals, real time spectrum analyzers from Tektronix receive more and more a wide circulation

Under information-measuring system we should understand the group of united measuring, calculative and other auxiliary hardware which are subject to the receipt of measurement information, its transformation and processing for its introduction in the required condition, control logical operations, diagnostics, identification etc.
Those systems which measuring information is considered the information about physicochemical structure of substances and (or) their physicochemical conditions, make the group of information-measuring systems of physicochemical structure and characteristic of the substances.
Let us remind that physicochemical structure means elementary, molecular, functional and phase structure of substances which is shown through the concentration of their components. The physicochemical structure of substances can be characterized as the density, viscosity, electric conduction etc. which are inseparably connected to their physicochemical structure of substances.
The present article is devoted to these questions.
