At the moment there are lots of discussions and disagreements resulting from the measurement uncertainty and terms connected herewith. There is opinion that Guide to the Expression of Uncertainty in Measurement (GUM) contains rather contradictory assertions that may bring much confusion. Read the present article to find more details about the measurement uncertainty issue and the related questions.

Message from Stephen Patoray, Director of the BIML to World Metrology Day 2016

Issue:  KIPiS 2016 #3
When we reflect on the rapid pace of change in the 21st century, we may say that «the only thing that is constant is change itself». The needs for metrology, and how these needs are met, are no exceptions; it is a challenge to bring the benefits of a stable and accurate measurement system to a dynamic world. We all need dynamic people in dynamic organisations to address the challenges of measurement in a dynamic world.

«The catastrophical phenomenon of 1985-1986» was unprecedented because of numerous waivers from the use of aviation, space, missile, nuclear power and other types of complex equipment which operation requires measuring control systems based on computers with special software installed. According to the research one of the reasons for such catastrophical phenomenon was errors of measurement, static evaluation as well as the mathematical models of the objects implemented with the calculation programs. Find more details in the article written by D.Eng., Professor Levin S.F.

May 20, the anniversary of the signing of the Metre Convention in 1875, is the day on which the world metrology community celebrates World Metrology Day. As Directors of the two world metrology Organizations (the BIPM and the BIML), our aim in marking the anniversary is to join together and work with you to raise awareness of the important, if often unnoticed, role that metrology plays in all of our lives.

The present article is devoted to the history of Russian metrology starting from the times of the first regulations by Prince Vladimir to the foundation of All- Russia D.I. Mendeleyev Scientific and Research Institute for Metrology (VNIIM). You will get to know about the place and time when the first specialized metrological institute in the world was founded, how the metric system was introduced in Russia and who made a valuable contribution to the development of metrology.

Usually measurement methodology is associated with State System for Ensuring Uniform Measurement, which in very details describes what is measured and which methods and steps should be taken to get the exact results. But it’s quite wrong to suppose that such methodology has recently appeared. Generally speaking, it throws back to ancientry when people had their own ways to measure things. The present interesting and detailed article includes examples of measurement methodologies of the centuries B.C. up to nowadays.

What put the beginning of the development of such exact sciences like mathematics, geometry, astronomy, chemistry etc.? And why are they so connected with metrology? All exact sciences are based on different concepts and suppositions that were put forward centuries ago and after that taken as so-called standards, the basis. Considering the definition of metrology term - it is a science about measurements compared to standards. May this be evidence of the connection between metrology and such sciences? The author of this article shares various facts which can prove such connection.

The Catastrophic Phenomenon of 1985-1986. The time when in different countries simultaneously mass failures of aviation, aerospace, nuclear and other complex equipment occurred. Catastrophes happened before, but just then at the minimum of solar activity were set tragic records of man-made disasters, and the reaction of the international community to them was proportional to the number of measuring instruments in cars, airplanes, spacecraft, and nuclear power plants. The article tells about the circumstances of these events and their background.

The expression «cut the Gordian knot» means to find a non-trivial, bold and simple solution to a complex, confusing issue. It is unlikely that someone could say how many Gordian knots arose in practical metrology, especially in the development of national standards of units and scales of measurement. Each «know-how» — proposed and implemented – is another Gordian knot untied. The author tells about these «knots» in this article.

It would seem that metrologists and instrument manufacturers are not supposed to cheat. Because of the kind of their work. Serious and no jokes. But what actually happens? There are different versions of "tricks" and most common are associated with measurement error definition.

As there are two similar words for term «verification» in Russian they are often confused in meaning. One of them «poverka» stands for determination of measurement error value of measuring instruments to verify their compliance with the metrological standards. The other one simply means «checking» — it is just sort of a control operation which aims to verify the availability, working condition, serviceability, etc. The article tells about the history of the term «poverka» and related concepts in Russia.

The article tells about the first methods used to determine the meter and kilogram, and the first standards of length and weight, today they are known as «archive meter» and «archive kilogram». Reader will also learn about global events that occurred between the appearance of the metric system and the adoption of the Metre Convention, and had a significant impact on metrology in general.

Sayano-Shushenskaya HPP n.a. P. Neporozhny — a unique facility of XX century. Its construction began in 1963 and on December 13, 2000, RAO UES of Russia put this hydroelectric power station in the constant exploitation. The sadly notorious disaster occurred on August 17, 2009. The author in his article considers the background and details of the accident.
